One way I have found that works for me is to use a root volumizer (you can find them at any drug store or beauty supplier, I use the root lifting spray from mark and volumizing mousse from AVON). When your hair is wet, spray it all over your roots and then comb through. And if you blow dry your hair, start with your head flipped and use your fingers to lift from the root while drying. Another thing you might try is a volumizing shampoo and conditioner for fine hair.

Don't be afraid to use product. Spray gel ,mousse, volumizer heck just plain ol' hairspray does wonders. When you blow dry your hair make sure you dry the roots. And if you can use a round brush. Haircut wise- layering and texterizing help create volume but that also depends on the look you are trying to achieve.you also may try a few highlights in your hair to create dimension. Ask your stylist.
