I do not know what I should wear to winter formal- I have a smaller bust and my hair is a little past the shoulders, and very layered. I have black hair, and my skin tone is slightly tanned (I am of an Asian background), and am about 5'0-5'1. Where and what to wear, as well as what to do with my hair?

You should curl your hair, and wear a dress with layers or a one of those short dresses with heels, i think a peach color would look good with your complextion, or a light pink. For makeup, dont put alot, to me asians look pretty without makeup on but you should try just alil bit of black eyeliner and peachish color.
